The fishing industry has always been Iceland's most important branch of industry and market for employment. Progress in fishing and fish product manufacturing played a pivotal role in raising the standard of living and making Iceland a developed country. In the last 100 years, fish and fish products have been Iceland's largest export and source of income. Besides being the backbone of the Icelandic employment market, the fishing industry has an immense impact on Icelandic culture and legacy. 

Since the Icelandic Fishing Rights System - the so-called Quota System - was established in 1984, it has been a source of constant discussion. While some are critical and believe that the Quota System encourages the discard of by-catch, prevents new market entries, and has deprived small fishing villages of their sustenance, others point out that it has improved profitability and sustainability and that other countries have referred to the Icelandic fishing system as a model for sustainable and profitable fishing. 

There are many arguments for and against the Quota System, but what is the Quota System? Who owns the quota? Who benefits from the Quota System? Who is at the losing end of the current system? How do foreigners see the Quota System? What are the impacts of the Quota System on the countryside? Is the Quota System "fair"? What are the advantages and disadvantages of the current system of fishery resources exploitation? 

Director Gunnar Sigurdsson wants to answer these questions in this documentary about the Icelandic Quota System. In order to find the answers to those questions and to get to the bottom of this broad topic, a lot of information needs to be gathered and researched. One of the main concerns of the documentary is to present information as neutrally as possible. As the way to industrial sponsorship is thus barred, crowdfunding seems to be the perfect way to seek funding for such a project, that will thrive on its neutrality. It is planned to set up a website on which it will be possible to follow up with the project and methodology of information gathering.

Gunnar Sigurdsson has been active in public political discussion. He has organized citizens' meetings and made the documentaries "Maybe I should have" - a documentary about the collapse - and a movie about the Icelandic pension funds.

Sjávarútvegur hefur verið mikilvægasta atvinnugrein Íslendinga frá því að land byggðist allt fram til dagsins í dag. Framfarir í sjósókn og fiskvinnslu hafa átt hve stærstan þátt í að bæta lífsskilyrði hér á landi og komið Íslandi í hóp velmegunarþjóða. Fiskur hefur verið langstærsta útflutningsvara Ísands síðustu hundrað ár eða svo og aflað þjóðarbúinu gríðarlegra tekna. Auk þess að vera hryggjarstykkið í íslensku atvinnulífi skipar sjávarútvegur ómældan sess í íslenskri menningu og arfleifð.

Allt frá því að íslenska fiskveiðistjórnunarkerfinu, sem í daglegu tali er oftast nefnt kvótakerfið, var komið á fót árið 1984 hefur það verið óþrjótandi uppspretta skoðannaskipta og deilna.  Sumir finna kvótakerfinu allt til foráttu og telja það m.a. ýta undir brottkast á fiski, hindra nýliðun í sjávarútvegi og jafnvel kippa stoðum undan sjávarþorpum sem hafa í gegnum tíðina byggt afkomu sína á sjávarútvegi. Aðrir hampa kerfinu og telja það auka arðsemi sjávarútvegsgreinarinnar,  að það stuðli að aukinni sjálfbærni veiðanna og  benda á að önnur ríki líti til íslenska kvótakerfisins sem fyrirmyndar hvernig hægt sé að hafa stjórn á fiskveiðum á skynsaman og arðbæran hátt.

Rökin með og á móti kvótakerfinu eru mýmörg en hvað er kvótakerfið? Hverjir eiga kvótann? Hverjir græða á kvótakerfinu? Eru einhverjir sem að tapa á núverandi fyrirkomulagi? Hvaða augum líta utanaðkomandi ríki þetta fyrirkomulag? Hver eru áhrif kerfisins á byggðir landsins? Er kvótakerfið sanngjarnt? Hverjir eru kostirnir og hverjir eru gallarnir við núverandi fyrirkomulag á nýtingu þessarar auðlindar? Þessum spurningum og fjölmörgum öðrum hyggst leikstjórinn Gunnar Sigurðsson svara í heimildamynd um íslenska kvótakerfið.

Til að svara þessum spurningum og komast til botns í yfirgripsmiklu viðfangsefni sem þessu þarf að eiga sér stað gríðarleg undirbúningsvinna og upplýsingaöflun. Ein af grunnforsendunum við gerð þessarar heimildamyndar er að leitast við að afla upplýsinga og setja þær fram á eins hlutlausan hátt og mögulegt er. Til að gæta hlutleysis er ekki hægt að leita stuðnings fyrirtækja eða stofnanna sem eiga hagsmuna að gæta í sjávarútvegi. Öllum er frjálst að láta fé af hendi rakna, einstaklingum og fyrirtækjum, en gerð heimildamyndarinnar og útkoma verður að vera óháð þeim aðilum sem fjármagna verkið. Því leitum við til þín á þessari stundu til að afla fjármagns frá óháðum aðilum.  Án fjármagns er ekki hægt að ráðast í verkefni sem þetta og því stendur gerð þessarar heimildamyndar og fellur með þátttöku þinni.

Áætlað er að setja upp vefsíðu í tengslum við gerð heimildamyndarinnar þar sem hægt verður að fylgjast með framvindunni og hvernig heimilda og upplýsinga er aflað.

Gunnar Sigurðsson hefur á undanförnum árum látið til sína taka í íslenskum þjóðmálum m.a. staðið fyrir borgarafundum og gert heimildamyndirnar Maybe I Should Have; heimildarmynd um hrun þjóðar og Líf og Sjóðir; heimildaþættir um lífeyrissjóðina.
